    About the Job

    The span of responsibilities for Fiscal Innovation and Operations represents a wide range of activities that encompasses departmental, campus, system-wide, and national levels. The AVC must be highly collaborative and work with various campus divisions. The position provides vision for and directs a large, complex organization with multiple departments involving diverse functions.

    The AVC for Fiscal Innovation and Operations (AVC) reports to both the Vice Chancellor and Chief Financial Officer (VC/CFO) as well as the Vice Chancellor and Chief Operating Officer (VC/COO). The AVC oversees a comprehensive portfolio of existing enterprises that support student life, academic activities and revenue-generating facilities with an emphasis on ensuring excellent customer service while optimizing revenue and operating marginal contributions.

    Under the direction of the VC/CFO, the AVC will help support the auxiliary enterprises within the Division of Finance and Administration (DFA). Existing auxiliary enterprises within DFA under direct purview of the AVC include, but are not limited to, the campus store, parking, transportation, childcare development center, hospitality services and retail contracts among others. The AVC serves as a key partner with Student Affairs in the fiscal operations of housing/residence life and dining, working collaboratively with the AVC for Financial Planning and Analysis (FP&A) within DFA. Under the direction of the VC/COO, the AVC will oversee the areas of Project 2020, City and County Relations, and Capital Planning. The AVC serves as a university-wide resource, working with all divisions and bringing forward ideas to senior administration that contribute to the university's goals of further self-sufficiency.

  • Campus-wide--Provides advice, guidance and assistance to the Vice Chancellors and/or the Chancellor on campus-wide agreements related to auxiliary services and revenue-generating activities. Represents the campus in campus-wide and system-wide meetings and discussions. Recognized as an influential leader. Makes final decisions for the Auxiliary Services organization and ensures achievement of objectives. Develops campus and/or organizational administrative policies and authorizes their implementation. Provides oversight on each of the auxiliary service organization under his/her purview. Partners with Student Affairs and VC/COO to ensure student life and academics is supported and that fiscal resources are in alignment with student and residence life operations to enhance the student experience. Oversees the campus' 2020 Project contract management, serving as an integral team member in our relationship with Johnson Controls International, Webcor and Plenary Properties Management. Oversees major capital improvement projects for both existing and new facilities under the auxiliary services.

  • System-wide- Participates in the System-wide groups of Auxiliary service leads on service model and delivery of various auxiliary services. Presents and leads discussions on any programs and policies being discussed at the UC system level - particularly those related to external partnerships and revenue generation opportunities.

  • National-Actively participates in external higher education organizations with shared interest in continuous improvement and strategy management including the National Consortium of Continuous Improvement (NCCI), the National Association of College and University Business Officers (NACUBO) and the National Association Colleges Auxiliary Services (NACAS).

    KEY RESPONSIBILITIES:

    1. Provides strategic and tactical leadership in (but not limited to) the following auxiliaries operations: Hospitality Services, Early Childhood Education Center, Transportation and Parking Services, and Retail Services. Oversee and maintain third-party vendor relationships with auxiliary service providers, including but not limited to, University Store/Follett, and retail services providers.
    2. In partnership with the Vice Chancellor & Chief Operating Officer, oversee the campus' 2020 Project contract management, serving as an integral team member in our relationship with Johnson Controls International, Webcor and Plenary Properties Management. Oversees major capital improvement projects for both existing and new facilities under the auxiliary services.
    3. Serves as a university-wide resource, working with Yes all divisions and bringing forward ideas to senior administration that contributes to the university's goals of further self-sufficiency. Develops proposals for alternate revenue generation activities in collaboration with various campus stakeholders with the goal of providing sustainable financially viable programs that would enhance the student, faculty and staff experience while providing a funding stream to enhance core mission drivers.
    4. Provides effective leadership to the auxiliary enterprises which directly impacts a significant proportion of campus staff, the student community and members of the public. Establishes direction, policies and procedures for the collective auxiliary organization. Promotes a customer and service focus. Strives to achieve an excellent and diverse workforce. Promotes a high-performance, service culture by developing talent, supporting training and encouraging risk-taking. Inspires a culture of exceptional collaboration within, across and beyond the organization. Determines organizational structures of assigned departments and allocation of subordinate management responsibilities. Directs and controls the activities of a broad organizational department through several subordinate managers, having overall responsibility for functional programs. Participates in staff development that enables the staff member to stretch and grow; includes work on committees and assignments, formal and informal coaching and mentoring, regular training and conference attendance.
    5. Oversees significant financial resources within and outside of Auxiliary entities under their purview. Working collaboratively with the AVC for FP&A and AVC for Student Life and Residence Education, the AVC serves as an active partner with Student Affairs with fiscal resource allocation for Housing, Residence Education and Dining Services. Assure productivity and resource generation are utilized to the organization's and University's best advantage.

    Qualifications

  • Bachelor's Degree in related area and 8 years of related experience or 12 years of related equivalent experience, education and training.
  • MBA degree (Preferred)
  • A breadth of experience managing functional areas within a complex environment such as student affairs, housing/dining, auxiliary services, etc. (Preferred)

    CRITICAL KNOWLEDGE:

  • Strong skills and experience in developing and negotiating external partnerships that support revenue generation.
  • Highly sophisticated skills in strategy development, systems planning and change management. Proven record of achieving successful outcomes to complex organizational challenges. Experience transforming organizations and re-engineering major processes.
  • Desire to promote people, focus on customers, and provide excellent service.
  • Ability to establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission.
  • Expert leadership abilities to establish campus and department goals, and to motivate and influence others to achieve.
  • Highly sophisticated knowledge of administrative management theory and ability to translate into practice.
  • Ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.
  • Expert project management skills.
  • Knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. Demonstrated experience managing significant, complex operating budgets and financial resources. Experience managing self- supporting/recharge operations.
  • Demonstrated skills in employee supervision and workforce administration. Interpersonal skills to effectively lead motivate and influence others.
  • Undertaking sophisticated financial analysis to help units satisfy their fiscal responsibility of providing financially reasonable cost for services.
  • Understanding the complex nature of fiscal and financial accounting in challenges of an auxiliary and self-supporting programs.
  • Strong Analytical, written and verbal communication skills.
